Consulting Case Study: Hiring Efficiency

A state department of family and protective services contracted with pan to improve the effectiveness and efficiency of the hiring processes for six caseworker job groups.  This state department had been given a mandate to improve the quality of its hires and to decrease a high rate of turnover in these positions. As part of this process they also wanted to begin using Web-based assessments, whereas in the past they had solely used paper-based assessments.

After conducting extensive job analyses and identifying appropriate cognitive and behavioral assessments, pan conducted validation studies on the 6 positions with the involvement of over 1,500 incumbents. Additionally, pan created behavioral interview guides for each job and provided interview training to the hiring professionals.

Overall, the implementation of assessments and behavioral interviews has led to increased efficiencies in hiring time and performance.  The time to hire has significantly decreased due to the assessment batteries’ ability to remove unqualified applicants early in the process. Also, the quality of new hires has increased due to the effectiveness of the assessment batteries and interview guides.  For example, in one job group pan found that workers scoring in top third of the assessment had a 47% higher completion rate of cases than did those scoring in the bottom third.  Additionally, in another job group, high scorers took 28% more calls per hour than did low scorers.  The six test batteries did not exhibit adverse impact towards protected groups.
